Regan Honors Big 33 Members at Capitol Ceremony

On Tuesday, I was honored to host a recognition ceremony at the Capitol for the 2024 Big 33 Football Team and Cheer Squad, as well as the Buddy Captains.

The Big 33 Football Classic, a face-off between the best from Pennsylvania and Maryland, has been a staple in the Commonwealth for decades and is known as the “Super Bowl” of high school football. Legends of the sport have played in this game including Joe Montana, Ben Roethlisberger, Dan Marino, and many more. Every Super Bowl ever played has had a former Big 33 participant in it.

This year’s game will be played for the first time at Cumberland Valley High School in Mechanicsburg on May 26th.

New Stop Sign Configuration Installation on Tuesday at Davidsburg Road & Canal Road in Dover

PennDOT has announced that this coming Tuesday, March 26th, a new stop sign configuration will be installed at the intersection of Davidsburg Rd. and Canal Rd. in Dover Township.

The new configuration will consist of stop signs on both approaches of Davidsburg Road, making the intersection an All-Way Stop.

“Stop Ahead” signs will also be installed and for 30 days will have flashing amber lights on them.  The new stop signs will be equipped with flashing red lights for 60 days.  There will also be message signs alerting motorists in both directions of the new stop configuration.

Drivers in that area, please be alert and mindful of the work crew on Tuesday and of the new stop signs in the days and weeks ahead. 

Regan Legislation Headed to Governor’s Desk

On Wednesday, the House of Representatives gave final consideration to legislation I sponsored, Senate Bill 740, which allows Second Class Township Boards of Supervisors to increase the hourly pay rate of their township auditors to $18 by adoption of a resolution. Previously, the pay rate was set in statute at $10 per hour in 1999 and has not been adjusted for inflation since.

The Pennsylvania State Association of Township Supervisors (PSATS), which represents 2nd Class Townships, supported the bill on behalf of their members. They recognize that it is increasingly difficult to get individuals to run for the office of Auditor, which leads to added costs to taxpayers for the services of a CPA to perform audits.

This legislation gives townships the power to decide the rate of compensation for elected auditors that is in the best interest of their residents and their budgets.

The bill now goes to Governor Shapiro for his signature.

Grant Programs Now Open for Fire Departments

Attention fire departments, the FEMA Fire Prevention and Safety (FP&S) Grant and the Staffing for Adequate Fire and Emergency Response (SAFER) Grant programs are now open with applications for both being due on April 12th. Links and descriptions for each are below, and be sure to take advantage of FEMA’s webinars as you get underway with your applications.

Staffing for Adequate Fire and Emergency Response

Applications due April 12, 2024

The Staffing for Adequate Fire and Emergency Response Grants (SAFER) was created to provide funding directly to fire departments and volunteer firefighter interest organizations to help them increase or maintain the number of trained, “front line” firefighters available in their communities. The goal of SAFER is to enhance the local fire departments’ abilities to comply with staffing, response and operational standards established by the NFPA (NFPA 1710 and/or NFPA 1720).

Fire Prevention and Safety Grant (FP&S)

Applications due April 12, 2024

The Fire Prevention and Safety (FP&S) Grants are part of the Assistance to Firefighters Grants (AFG) and support projects that enhance the safety of the public and firefighters from fire and related hazards. The primary goal is to reduce injury and prevent death among high-risk populations. In 2005, Congress reauthorized funding for FP&S and expanded the eligible uses of funds to include Firefighter Safety Research and Development.

Calling on Shapiro to Send PA National Guard to Defend Texas Border

The Senate approved a measure calling on Gov. Josh Shapiro to protect Pennsylvania communities by supporting Texas Gov. Greg Abbott’s request to respond to America’s illegal immigration crisis.

Senate Resolution 251 implores Shapiro to reverse course and deploy the Pennsylvania National Guard along Texas’s southern border with Mexico as part of Operation Lone Star. The border security initiative has led to more than 500,000 illegal immigrant apprehensions, more than 40,000 criminal arrests and the seizure of more than 468 million lethal doses of fentanyl, according to the Texas Department of Public Safety.

A 2023 report indicates at least 251,000 illegal immigrants reside in Pennsylvania with an annual burden of more than $1.6 billion on taxpayers. That equates to a cost of approximately $318 per Pennsylvania household annually, according to the Federation for American Immigration Reform.

Senate Passes Public Safety Bills Targeting Opioid Overdoses, Human Trafficking

The Pennsylvania Senate approved two measures this week boosting community safety by targeting opioid overdoses and human trafficking. Both bills, which head to the House of Representatives for consideration, are part of the Senate Republican effort to improve community safety across Pennsylvania.

Senate Bill 1054 strengthens the Overdose Information Network (ODIN) law, which requires all law enforcement in Pennsylvania to input reports of an overdose within 72 hours of the incident into the ODIN system. The ODIN database enables law enforcement agencies to quickly record, analyze and share information concerning fatal and non-fatal drug overdoses and naloxone administrations. The bill would ensure overdose reporting by EMS providers is incorporated into the statewide mapping system. EMS providers are responsible for handling more than 80% of overdoses annually in Pennsylvania.

Senate Bill 1111 would ensure that individuals who are convicted of certain human trafficking offenses – as well as attempt, conspiracy or solicitation to commit those offenses – are subject to the same Megan’s Law reporting and evaluation requirements as other sexual offenders.
