(HARRISBURG, PA) – Senator Mike Regan (R-Cumberland/York) announced today the approval of nearly $20 million in Redevelopment Assistance Capital Program (RACP) grants to support 11 impactful projects in Cumberland and York counties. The funds will help transform local infrastructure, boost small business growth, and create hundreds of new jobs, solidifying the economic strength of the region.
The RACP is a state-administered grant program through the Office of the Budget supporting the acquisition, construction, and redevelopment of key economic, cultural, civic, and recreational projects. Senator Regan emphasized the value of these grants for the community, noting, “Today’s approval of nearly $20 million in RACP funding is a major step forward for Cumberland and York counties. These projects are more than investments; they’re commitments to improving community infrastructure, expanding economic opportunity, and creating jobs that enhance the quality of life for residents across the 31st District. I am proud to support initiatives that will continue making our communities stronger and more resilient.”
Projects Awarded RACP Funding:
Cumberland County:
Cedar Run Business Park Sitework – $1 million
The project includes comprehensive sitework to prepare a multi-tenant business park, including infrastructure enhancements like ADA-compliant sidewalks, paving, and stormwater management.
Messiah Lifeways Campus Revitalization – $500,000
Funding will renovate the HVAC systems at the Laurel Building, adding modern, water-cooled VRF technology to improve campus comfort and efficiency.
Tavern 1891 at Ashcombe Mansion Property – $5 million
This project will construct a 200-seat restaurant at the historic Ashcombe Mansion, incorporating unique architectural features and a second-floor event loft.
York County:
Community Progress Council Integrated Services Building – $500,000
Funds will support the acquisition of a site in York for a centralized service facility, streamlining essential community support services.
Joseph Machine Company Facility Expansion – $2 million
Grant funds will contribute to the expansion of JMC’s facilities, enabling the business to grow operations and employment in the region.
New Birth Freedom Council Tuckahoe – $1.3 million
Renovations will modernize Historic Hall, creating a central meeting and office space for local Scouts, enhancing collaboration and resource-sharing.
NYCRP Operational and Training Headquarters – $2 million
This funding will support construction of a training and operational HQ in Manchester Township, improving training facilities for local responders.
Peacock Lifeways York Expansion – $500,000
Development plans include recreational facilities, pathways, and access to the Yellow Breeches Creek, supporting public recreation and conservation.
Precision Custom Components Building 11 – $2.5 million
Funds will go towards the construction of a new facility for manufacturing high-tonnage components, bolstering local manufacturing capacity and jobs.
Red Land High School Athletic Fields –$2 million
Renovations will enhance multiple sports fields and facilities, providing improved resources for school and community sports.
York County Public Safety Training Center – $2.1 million
The project includes demolishing outdated structures to make way for a new training center with enhanced classrooms, apparatus storage, and administration offices.
